I'm surprised that I need to explain this. This isn't only about Dalit IAS officers—there must be rich Dalit politicians, engineers, doctors, administrators, lawyers, judges, etc., as well. If examination and education fees are based on financial background, it won’t adversely affect a single poor Dalit student. They'll continue to receive free education. The only change will be that poor General Category and OBC students will also get free education. I don't think anyone could have a problem with that unless they specifically want the poor from the General and OBC categories to suffer.
