I'm retired Civil service, & you are right. Once a civil svc employee is vested with 3 yrs service, it's next to impossible to fire them. We had someone addicted to opiates whose job was seriously affected, & it was extremely hard to remove her. She eventually left on her own.

I read all of Article I, & it says nothing about Congress being able to make rules for the Supreme Court. In fact, the Supreme Court is shown as a separate & equal branch of government under Article III. Making rules for the Court is not part of Congress' duties under Article I.
