Because she was calmly walking with the baby in the stroller and was attacked from behind. If the baby was being kidnapped the other person would have run to the stroller and gotten the baby out of there as fast as she can.

I have had many run-ins with school administrators about this w/3 daughters, being told their short skirts/shorts were distracting to boys, I always told them to call the boys parents & tell their sons to pay attention to the teacher & not my daughters. Stop shaming girls!
