The 🇺🇸 DEA's latest report to Congress, just a few months ago, didn't even mention 🇨🇦 in the fentanyl section.

Most likely the excess beyond Canadian demand is exported to Australia, NZ, etc. Capitalism becomes involved at this point--the U.S. market is flooded by Mexican supply, hence it's hard for Canadian suppliers to make a profit in that market.
