You don't seem very smart. Programmers are only needed to build the enduring fraud detection mechanisms that will be deployed on the production systems. The algorithms will be written by data scientists. They can write their own looping routines. What is needed at this phase is data scientists, IT staff, and forensic accountants. IT to grant access and/or make the images of the datasets. These IT staff would have to be existing Treasury employees who have the keys to the castle (appropriate level access into the systems). The data scientists would then write algorithms to loop through read-only images of large datasets, applying fraud, duplication, and outlier detection (statistical analysis). K Nearest Neighbor (KNN) is probably one algorithm being employed here. At this phase, just need to verify where and to what magnatude the fraud is occuring, isolate the transactions that most likely constitute fraud, and then turn the forensic accountants loose on those to start building each individual case. There is an entire forensic, chain of custody piece to this as well if these cases are to be prosecuted which is exactly why you wouldn't give DOGE, nor would DOGE want access to the production systems themselves. Analysis is done on copy images.
