It's an accounting trick. The Congressional Budget Office will count the tax cuts as adding to the prospective deficit by denying Gov't the tax revenue that remains in the people's hands. However, should the US Gov cut spending (via DOGE) the Trump expectation is the economy will grow rapidly and revenues will far outstrip the US Gov spending and actually lower deficits. This has been the dream of Conservatives for decades but US Gov spending is never cut. Now it is. Treasury Sec Scott Bessent is the best at articulating this.
