The drawings were quite crude, so it is possible that they were memo sketches to explain to the game planner and programmer.
At any rate, this is what it would look like if I were to draw them today.

Mr. Totoya, is there any reason why Sonic has a third backspine in the sprites for the special stage? Is it simply an error?

Both of those two backgrounds were painted by me.
Sonic CD's could have two scrolls above the 3D ground horizon, but Sonic 2 uses one scroll on the ground you play on, so you could only have one scroll in the distance.

These are the earliest character set-up drawings.
Since the development period for Sonic 2 was short, we used these drawings as a base and brushed up the design as we created the game.

He is cute enough in live action, but if I were the art director, I would make some corrections.
However, this is because the standard of cuteness is somewhat different between Japan and the rest of the world.
