So what happens next?
Justice Ellenbogen’s comments were clear - Mr Cooke had no reasonable expectation of privacy. This means the hearing was heard in private unnecessarily.
It makes a girl wonder .. how many of these police tribunals are being heard in secret unnecessarily?
(As a quick aside, it’s a pretty big deal for a local news publisher to back a paper/ editor on something like this. Court action is costly and risky. I think it speaks volumes about Newsquest’s commitment to open justice)

The police can kindly do one. This is alarming. Telling women how we should feel is insulting.
He was found to have “systematically” abused his position to target vulnerable women, attending 999 calls and then essentially trying to pursue relationships with victims afterwards.
And this is not a problem unique to Hampshire. There is a clear trend nationwide for affording corrupt police officers anonymity and shielding them from being held accountable.

After proceedings were launched, Penningtons Manches Cooper revealed no such order was in place. It turns out we had essentially been misled.
At the High Court in January, the police officer’s lawyer said it was a “genuine mistake”.
For background, Hampshire Constabulary has quite a record when it comes to secret tribunals. A third of hearings have been held behind closed doors between 2018 and 2021.
For the first time, we can now the officer’s name and details of his misconduct.
Mr Terry Cooke worked for

for more than 20 years. He was celebrated by chief constable Olivia Pinkney for his efforts in the wake of Hurricane Irma.
And in an unusual move, the judge took the unusual step of ordering the ex-policeman to pay costs on an indemnity basis, meaning he’ll have to pay Newsquest’s legal fees. The

Newsquest’s head of legal Simon Westrop decided to launch judicial review proceedings to challenge the murky process of imposing anonymity orders at secret tribunals without allowing representations from the press.
But in a victory for open justice, the judge dismissed the officer’s application, finding he had “no reasonable expectation of privacy”.
Justice Ellenbogen found that the he had also behaved “improperly” through his insistence of an anonymity order.
Why would the police would reveal this sensitive information? What does

The tribunal chair, Mr Hansen, granted the request without consulting the Independent Office for Police Conduct, against Home Office guidelines.

Emails disclosed as evidence to the High Court showed the policeman’s lawyer had put forward a request the day before the tribunal for proceedings to be heard in private - NOT for an anonymity order.
Two very different things!
I had questions. Who was this policeman? Hampshire is a big place, where did he work? What had he done? Why was the hearing kept secret? Why wasn’t the press invited or notified beforehand? Why wasn’t there an opportunity for the press to challenge reporting restrictions?
He was sacked the next day without notice after the misconduct panel found his abuse of trust and power was so serious, he could no longer work for the force.
It would be nearly a month later that news of this anonymous officer’s sacking would be published.
After requesting more info from Hampshire Police, the press office didn’t respond to me and instead forwarded my email to the officer’s lawyers

But back to the court case. In January, after ten months, Newsquest came head to head with lawyers representing the Legally Qualified Chair and the sacked police officer at a hearing at the High Court.
A combination of the above and the absence of intervention from Hants Police resulted in the officer’s name and misconduct being shielded from the public.
The officer again tried to apply for an anonymity order, claiming his name was of little relevance to the story and it was against his human rights to identify him.

When someone is talking about their lived experience of racism and mental health, there is no “other side”. Stop victim blaming.
I think it’s fair to say that while this may not be nationally known, Basingstoke has a very strong connection to sport and it really makes the town.
Whether it’s the football club or the Bison, the teams give the community something to be proud of.
Football is a sport unlike any other. It draws a wider and more diverse audience than any other mainstream sport and even as someone who admittedly is far from fanatical about it, I can see it is blindly obvious that to lose this part of Basingstoke would be devastating.

It seems so sad and silly to me that a perfectly decent football ground (albeit with a wrecked pitch) sits empty while Basingstoke Town is forced to play 19 miles down the road.

Anyone up for a little story time update on Basingstoke Town FC and the Camrose scandal?
Before I dive in - here is what the Camrose looks like now. It's been left abandoned and unsecured since the club were evicted and made homeless in July 2019, after 66 years at the site.
It’s worth mentioning our reporter spoke to a lot of customers. None of whom were on their way back from shifts as key workers.
That’s not to say there won’t be key workers visiting but seems disingeous of KFC to use that reasoning for reopening the drive-thru.

We have spoken to lawyers about the covenant and what this means legally in terms of developing the land and it is a murky.
