I had the same issue on my first DevEx - “Not eligible” basically just means “contact us via the support form for more info”
They usually just need proof of the work that you did for those groups, as only Robux earned for development work is considered eligible

I had one of these recently
I sent in an appeal without any fluff, but just a sentence or two saying I’m a dev, I rely on Roblox for income, to please remove the false ban, and I got unbanned within an hour
Not sure if it’ll be consistent, but could be worth a try 🤷♂️

i'm using the cheapest tier on paperspace to run a windows 10 machine 24/7 with OBS and an NES emulator
i've written a python script that listens to commands in chat, adds them to a list of labels in a window and presses the key with pydirectinput

I’ve also found muting a load of phrases and popular accounts is helpful at getting rid of a decent chunk of garbage from the home page
