To recap, a Republican administration withdrew from a successful international treaty, signed by another Republican president (Nixon), that had reduced the number of inter-continental ballistic missiles. This was in response to...terrorists flying planes into targets in America.

Since then America has poured about $70bn into a missile-defence programme that doesn't work very well (in tests it shoots down missiles about 50% of the time). That, and eroding arms control in a way that now seems kinda regrettable, were the results of that 2002 decision.
