No. They aren’t. Much of those costs are soft costs as universities where much of this research is done are over charging the value of the facilities and taking massive profits. Universities will have to suck up the decrease in hidden profit as many companies do just fine at as low as 10% indirect cost allocation. Yes some super profitable companies go as high as 40% but do so because they offset direct with indirect to play with the numbers for investors!!!
