These are consul generals from countries that, in contravention of the Vienna Convention on Consular Relations, maintain unaccredited consulates in Jerusalem, and run them as de facto Palestinian embassies. Israel has refrained from closing these establishments, but their incessant provocations mean that just as the U.S. does not have a consulate in Jerusalem, nor should France, Belgium, Spain, etc.
