Negative. That some relativistic principles were asserted by others is not disputed, but neither is the fact that Einstein codified them into a complete and functional theory. Poincare certainly never claimed priority over Relativity.

It's worth noting that for all the claims of plagiarism leveled against Einstein, none of those he supposedly plagiarized (Poincaré, Fitzgerald, Lorentz, Hilbert, etc.) ever made any such claim. It's also worth noting that Einstein himself suggested Relativity is provisional.
