At the state level, specifically in Texas, the governor does have certain executive powers outlined in the Texas Constitution and state laws. These include the ability to reorganize state government agencies to some extent: Executive Orders: The Governor of Texas can issue executive orders, which can include reorganizations aimed at improving efficiency or effectiveness within existing state government structures. However, creating an entirely new department like D.O.G.E. would likely require legislative approval from the Texas Legislature.
