the way it materializes doesn't seems to be explainable by the low quality of the video , its stance and appearence is also very peculiar. it appears to be touching a man lying in a blanket using somer sort of long wand

mystery solved
@humanoidlord I noticed the mention of Getty Images licensing in the comments, and so went and chased down the higher quality original from Getty. I'm pretty sure there is a driver now, he was just in shadow and totally lost in the 2012-era bitcrushing of video compression.
