Very glad to see this finally published! The article is based on the theoretical framework and two case studies from my PhD thesis and was literally a decade in the making. Happy for it to be available Open Access at RIS!

I think one of the most dissonant things about today's presser is that you have merely to pretend Trump is Xi or literally anyone else for the absolute horror to be exposed. Imagine the uproar if China or France or Uganda hosted an ICC fugitive and then announced annexation plans

These sweeping, likely irreversible policies are a very high price to pay for a 30-day reprieve and set the precedent of paying such a price for appeasement. I really think it’s insane to let that get lost in the sense of relief.
