as we've done with @ProtocolGuild over the last 3 years, you must start with: 1. a robust definition of eligibility 2. clear governance process of that framework 3. regular curation to make sure the list of beneficiaries fits [1] you must be unapologetically rigid in defining the boundary, otherwise we get the outcome you mention - free riders, grifters. i also believe that historically, and somewhat still today, we did a very poor job of weighting the size of the public each good served: eg. it's wild to compare a community podcast to an Ethereum client (not saying media isn't important) i am not convinced there is any single solution that will "fund the world" at scale. too broad and too much imprecision, room for capture and grift. instead, we should build up a patchwork of domain specific hyper-focused ones
