What a fascinating paper! š Opened so many windows onto important questions about the relationship between public and private grief, whose anger is legitimate, and so much more. Heading home with a head full of thoughts.

I'm looking for something I read and half remember about the temporal lag in the welfare state / the endurance of poor law ideas so that changed policy didn't immediately mean changed experiences... thought it was Deborah Cohen but can't find - anyone know something similar?
