So, the UK will now review the domestic listing of HTS as a proscribed terrorist organisation. Ex MI6 head says it would be 'rather ridiculous' to maintain it, given where things are. This is a good start. Now UN and US need to follow suit to allow for the post-Assad transition.

Listing is supposed to be preventive (not permanent) and capable of recognising behavioural change (ie, sanctions as carrot and stick). If HTS/Jolani can show they have changed since 2016 will UN/US/UK now consider removing them from their terrorism lists and normalise relations?
