So what you basically said is universities would rather layoff hardwoking students and faculty than downsize bloated administration and bureaucracy? Seems like this is a great policy to prove to the public that universities don't prioritize knowledge creation. The universities will eventually have to downsize their bureaucracy or else they will lose among others that do. Very effective policy indeed.
