I've been asked several times so here's my current impression for

pre-Bea.
Tiers are unordered and anyone I wasn't sure of I haphazardly threw somewhere.
I think the balance is pretty poor and most chars below A struggle with terrible MUs against some top tiers.

Regarding the recently discussed OS of G+Throw (macro):
If you're holding conventional block, triggering proximity guard will have the throw come out.
The tech window also seems significantly shorter but can't be bothered to count frames, they'll patch it out anyways.

In a lot of MUs it already was inconsistent and not worth going for too much (Metera, Bubs).
