Unless the doctor or hospital is lying, he’s being very unreasonable: it’s not in the interest of Ghana to brand our former finance minister a fugitive of justice! That’s not a decision you take on a whim! Call the bloody doctor or ask our embassy to verify!

The guy’s cooperating; so it doesn’t make sense to declare him a fugitive if he’s unable to appear before you posthaste — especially when he’s got a reasonable excuse! It’s just not fair.
