It’s a sad state of affairs when even tax-and-spend Andy Beshear knows better than to raise taxes right now, but the Carroll County Superintendent seems to think it’s a good plan. If the school board falls for this and votes to the Left of Andy Beshear, we should be concerned!
While lawmakers in Frankfort are focused on making sure taxpayers get to keep the hard earned dollars they’ve worked for, Carroll County’s superintendent is busy pushing a 15% property tax increase to fund universal pre school.

The cost of living is high and going up. Inflation has forced paychecks to stretch further than ever, and Kentuckians are feeling the pinch. There’s never a good time to raise taxes, but this is truly the worst time. casey.jaynes@carroll.kyschools.us

Today, I filed HB 254 to prohibit tax payer funded lobbying. Over the past three years, I have refined HB 254 to create the strongest safeguard against the misuse of taxpayer dollars, ensuring that our legislative process is transparent and truly reflective of the will of the people. As representatives, it is our responsibility to guarantee that every dollar is utilized with the utmost integrity and accountability. This bill is a testament to our commitment to these principles. HB 254 amends KRS 65.013 to explicitly ban the use of local, state, and federal tax dollars for advocating for or against public ballot questions, lobbying, or participating in executive agency lobbying activities. The bill introduces stringent penalties for violations, including substantial fines and felony charges. Several of my colleagues have sponsored this legislation including: Representatives TJ Roberts, Savannah Maddox, Thomas Huff, Mark Hart, Shane Baker, Josh Calloway, Candy Massoroni, Steve Doan and Marianne Proctor. Call your legislator and ask this to support HB 254!

Common sense legislation. This bill will seek to improve financial transparency in the Kentucky legislature. I have co sponsored HB 178.
Imagine going to the grocery store and filling up your cart, but there are no price-tags on any of the items. You’d be in for a big surprise when you got to the checkout. Now imagine it’s the government driving the cart and filling it to the brim—except YOU are the one who is expected to foot the bill! That is essentially what Frankfort is doing to taxpayers when we don’t require price-tags (fiscal notes) on every bill that comes to the House or Senate Floor. I have filed HB 178, the Price-Tag Protection Act, to change this. I believe that the General Assembly has a responsibility to know how much a bill would cost when we vote on it, and Kentucky’s taxpayers have a right to know how much of their money is being spent. No matter which side of the aisle a legislator is on, we should ALL have a vested interested in fiscal responsibility and transparency. Let’s get rid of the Pelosi-style process of “pass it now, find out how much it costs later!”

Despite the winter storm that brought several inches of snow and ice, the 2025 Legislative Session convened. This year, I have two constitutional pages from my district serving full time at the Capitol. I hope they both learn from this experience and enjoy it! We have a short week this week, and part one of Session will adjourn until February 4th. We haven’t voted on any bills yet, but I look forward to providing updates about the bills I’m filing in the upcoming days.
