Seeing how he was (not) treated at Spa and contrasting that with how Tennis honours Serena only strengthens my view.

Marshalls were still on track lap 56. 15.3 was entirely taken out of context and doesn't give RD control over SC. An agreement doesn't override safety and the regulations, so green flag is irrelevant. Multiple Regs were broken.
Since you have concluded Masi broke the rules, costing Lewis Hamilton an 8th title, can you do something about it?

Why would the stewards decide 'no further action'?
The ruling the stewards made yesterday (based on article 2 - that FIA officials should observe all of the sporting regulations) COMPLETELY contradicts their argument in Abu Dhabi that the Race Director has discretion to ignore the very specific safety car procedures

But the "detailed analysis and clarification exercise" has to answer why the stewards admitted Verstappen moved ahead of Hamilton (against article 48.8) yet still dismissed Mercedes' protest.
