Fraud is not protected. If they asserted something was the case and it wasn't, then you should hold them accountable. It's possible that there would be penalties beyond the cost of the vehicle, too. Have a mechanic confirm the bodywork. File official complaints. Attorney letter.

Pedestrian malls aren't why people aren't going downtown or why businesses are moving out. I have no problem with pedestrian malls but the first priority needs to be making downtown safe and inviting for businesses, workers, and customers. This can be coupled with helping people.

8 hrs a day? Traditionally cooks are working more like 12 hrs a day. There's a reason a lot of cooks are young. It wears on you. I did a consulting gig in Florida last year where I was working over 100 hrs a week in a kitchen. I just stayed in bed all day when I got a day off.

Thinking about starting a "CSA" where one of my staff makes a heat and serve meal from her native town in Mexico and customers "subscribe" for delivery once a month or so. All unique stuff from Oaxaca, Morelos, Michoacan, etc, not on our menu or many others in Portland.

They didn't "choose". It grew out of an organic set of circumstances: Naval research, Stanford research, the inability to enforce non-competes in California, etc. The anti-development movements overtook the area after the groundwork was already established for Silicon Valley.

I think they're focusing on making riders feel safe, the primary fear of riders and one of the main reasons they don't use public transit more. That you think this is "ugly" is a core problem for Portland and why its ability to govern is broken.
