Focus should be more in enforcement of rules than imposing heavy penalty. Merely increasing penalty is only very short time deterrent.

Need is more of enforcing traffic rules than increasing penalty multifold. Earlier rules were sufficient but not enforced by authorities, same may happen to new rule after initial thrust
