This result is not optimal. Let's say there is an emergency and not enough gasoline. If stations can't charge more than $3, the first customers will fill up their tanks until the gas is gone, and everyone else gets no gas. If it's $20/gal, most people will just get a gallon or two to hold them over. There is also negative consequences on bringing more gas in. If the gas station can charge more, they can pay the gas supplier more so anywhere with a price cap will be the last to get more gas delivered. This isn't even close to a good idea
