yes, Spy x Family is inspired by shoujo. Also, it references Ace wo Nerae, a 1973 shoujo tennis sports series that is widely known and considered a classic for the genre
LRT I'm reminded of how Endo's art style is actually somewhat atypical for a shonen series mangaka. It could be partially influenced by his assistants, but the way clothing and screentone application (Amongst other details) look in SxF feels almost shoujo at times.

Yess, female delinquents were actually a feminist movement in the 70s or so if im correct and there were 3 extremely popular delinquent girl manga called Hana no Asukagumi, Sukeban Deka, and Tales of Yajikita College. We see many references to sukeban in general
