MI wins big in this set, with 60.9 retailers/1M residents. California's 'cannabis deserts' are a limiting factor with only 21.7 retailers/1M, as illustrated by **Florida** which is strictly medical, and still has better coverage than CA with 23.6 dispensaries/1M residents.
