You'll realise pretty soon that it gets ugly pretty soon, it's not impossible but still writing vanilla css in a project with 100+ files and components isn't very readable/scalable.

There are many ways of doing that depending on the logic but the most standard way of acheiving this would be using middlewares, it runs for the specified route before any page renders.

Why don't you render the time in UTC and then after hydration change it to user's locale and timezone on client side?
That way server and client will hydrate the same text and later on it can be changed

Express JS as a framework is not recommended for new projects as it still lacks support for asynchronous callbacks and the repo is not being maintained actively not to mention it's far too slow in the js list of backend frameworks
