Surplus against the appropriation doesn’t mean the state has saved money. Caseload was declining before COVID and disenrollment ban. $3 billion more GR spend over the period is not offset by the GR surpluses. The numbers are the numbers. 🤷♂️

The existence of a recurring $800 million annual commitment of state funds to support higher pay for teachers is significant, no matter how you slice the numbers. Add the increase in base student allocation and the state has contributed extensive resources to support teachers.

The purpose of the new categorical was to raise starting pay, which it has been very effective at doing. This addresses recruitment. Some districts have already achieved the new minimum pay, so more of the funding goes to veteran teachers.

You conveniently missed the last sentence. GR spend for Medicaid has gone up bc of caseload each year during COVID. Caseload of 3.8m FY19/20 to 5.3m in latest SSEC, GR spend from $5.7b to $8.7b. We get GR surplus against appropriation thanks to FMAP but state cost is still way up
