Tail emission is great to have at the beginning, however it's tricky for Bitcoin now as it will break its well established monetary assumption. It's possible to keep the fee rate at a healthy level by making bitcoin an asset issuance platform, as demo'ed by Ordinals last year. It's sth worth to try before any solutions that break Bitcoin's assumptions.

The high programming barrier for UTXO exists because we spend so little time exploring the general concept of UTXO. While Bitcoin UTXO is a great pioneer, UTXO are not limited to it. I also think Lightning is a kinda misleading example. The challenges of channel networks lie more in their off-chain protocols, such as pathfinding in environments with incomplete information, and achieving higher goals like privacy. The years spent on Lightning is not about the logic in a 20 line contract. Such a contract might work well as a tutorial but would be far from a production-ready app. The account model community actually tried (e.g., Raiden network) and gave up.
