It's an issue with his CPU and he needs to update his BIOS, PL1/PL2 at 253W, and ICCMAX at 307A. I have had 13900k since launch and those are the same exact issues that the 13/14th Gen i9s have as well as some of the i7s. It's not actually his GPU at all.

Your ram is the issue. DDR4 at 2667(MT/s, not MHz it's running at 1333.5MHz, manufacturers mislabel as MHz because it's easier to understand. 3600MT/s is the gold standard for DDR4 4 years ago, I would definitely upgrade to a better kit, and definitely make sure it is INTEL XMP
