My speculation is that these were intended as a honey trap for Baric/DEFUSE. Even though the ZC45rs differ from RaTG13, they tried to keep the distance from SARS fairly similar, with spike ~20%. RaTG13 is the only one with a SARS-like RBD (i.e. lacking deletions), but DEFUSE would have inserted one into the ZC45rs.

Why ZC45 though? I can only speculate.

While RdRp is relatively conserved, ORF8 is all over the shop - apparently it can be swapped in entirety, by the magic of recombination.

He was also quite skeptical of the pangolin data at one stage. But yes, he draws the line at questioning some others, and like most will just assume they're all genuine.
