So deku can get past barriers that can stop time. This is a power scaling upgrade.
Also to answer a few users, yes I believe Deku does use Gearshift in one scene where a villain has the ability to almost stop time. Deku starts jumping and then propels himself at an insane speed to break through the villain's slow barrier, and the villain is super surprised.
