@briandstone__ You should clarify that this is an issue with MS Plaid rear tires only with 21's not 19's or any other MS. This affects the inner tire specifically, which will start to leak air and rip open at ~15k miles. This should help avoid the noise 😉

I believe there are actual issues that are caught in the deployment process. If there issues are severely enough the deployment is paused and a new release is issued. So the only issue is that issues are being caught before they get to you and others. Take for instance 13.2.6 which was excellent, I reposted that Tesla found an issue and were fixing it, today they release 13.2.7 to fix that and allow it to full deploy if no other issues are found. It's standard software development release practice.
