A Blackburn man has been charged and prosecuted for three different environmental offences after he was found fly-tipping. Mr Lakhdar Tounsi of Amber Avenue has been ordered to pay £644 in fees and carry out 80 hours of unpaid work. We won't tolerate fly-tipping.
