Found the location of the Combat Rock album cover. below Ramkhamhaeng ARL Station. After researching I found info that Pennie Smith (photographer) had said it was "outside Bangkok at the end of Petchaburi Road"
The distant canal bridge in the pic also helped so there is nowhere

Haunted flyover near Makkasan. They say screams of restless spirits can be heard at night. The burnt out cars that people were burned alive in were stored here for a year after the gas tanker explosion on Petchaburi Road on 24th Sept 1990 where 88 died.
