Collins asked Mueller if, *colloquially,* collusion = conspiracy. Mueller said no. Collins tried to gotcha by quoting the Mueller report's line that "legal dictionaries" treat collusion as largely synonymous with conspiracy. But legal is not the same as colloquial.
