@BuenoForMiami Because a woman got killed by a brick falling off a crumbling facade in the 70s, there was a law instated that required inspections every 10 years. with the loophole that you could avoid inspections while presumably working on the facade. Since renting scaffolding is cheaper.

@fchralph If the choice is this or the anarchotyranny rampant in most large US cities, I'll take it. I wouldn't call this a police state (that's Cuba). It's a society with strictly and severely enforced laws. Different story (to me at least).
