You can’t have governance power just by buying $BERA and stake it like ETH or whatever. So a Whale can’t control the governance easily. You have to put you liquidity to work to be able to earn some $BGT over the time just like any other rewards you would have won by pooling assets. Therefore the dapps incentives you to do so. And the consensus also prevents a validator from being able to control a large % of the network to avoid centralization problems like Lido on ETH just like I said before. And that’s just the tip of the iceberg with the POL.
