A tactic that remains on the shelf, the West move it whenever they want. Although the US does not want a big war waged by Syria that can expand & drag other parties in too, like Iraq & Iran. America has their preferred President & PM in Lebanon, so are coexisting with the general status quo in Lebanon, but can shake the situation up at will.
