Congress last passed a budget in 1997 for the fiscal year 1998. Since then, they have increasingly relied on continuing resolutions (CRs) to fund the government, often passing omnibus spending bills instead of individual appropriation bills as the fiscal year begins. This practice has become so common that it's been noted that Congress hasn't followed the traditional appropriations process on schedule for decades, with the last on-time budget marking over 27 years ago.
