@rebchicago @pmalcor @emzorbit @GovMikeKehoe So what are USDA's 4 REE agencies - ARS / NASS / ERS / NIFA doing then? Why isn't all of this funded through them?

Can someone explain to me why these were being funded by USAID & not through USDA Agricultural Research Service (ARS)?? We have a whole Department within our government dedicated to agricultural research so why are they not funding this research?
