Beyond the bullying involved here, think this through. Who is likely to take the money? Those who can find another job or those with no other options? Basically the most qualified and experienced will take the money and go elsewhere. A double loss.

Now every criminal politician (or rioters) can claim that it is the process that is corrupt and simply seek a pardon from the political opponents of the administration that prosecuted them. This is what the end of the rule of law looks like.
