Norway, and I assume also Finland, has reported no activity at their border. Pre-2022, it was always something happening. Equipment moving, training, personnel rotation, etc. After 2022, it's at an absolute minimum level. For over 3 years, the border guards have barely seen a Russian on the other side. While back in the -90, we always had a Russian to put the scope on.
