I (and most Americans) WANT a government that is "inefficient" in taking our rights and passing oppressive legislation... The only thing the federal government needs to be efficient at is spending tax dollars!
A lot of people dunking on this, but let's review a little history to explain how we got here and why the ACLU is correct. In the old days, we used to have something called the "spoils system," where the President would appoint party loyalists to government jobs. So a Republican president would appoint Republicans to run the government and a Democrat would appoint Democrats to run the government. This was considered inefficient because you had to change all the government jobs whenever there was a new party in charge. So in the late 1800s, they replaced the spoils system with the career civil servant system, which ensured that no matter which party was in the White House, the federal government would always be run by Democrats.
