Private lending & Eurobonds are attractive to many low & middle-income countries despite the higher interest and short maturity, because they are discretionary lending. No other lending can match this level of discretion. Countries prefer financial autonomy when taking out loans.

What people often don't tell or forget is that most of this stuff was (or are) actually included in Business Studies and Accounting subjects taught for O/L. I did this subject in 2005/06, and it even included a chapter about unit trusts, amongst other investment tools.

When did you guys were asked to submit asset declarations since? We got an email last week to do so and nothing before. Now as per the UGC we have to submit it by 7 July. I don’t have a problem with submitting, but it’s a too tight deadline . @NisansaDdS @dilenigun @DineshaSam.

The other side of the coin is the low pay for skilled work in gov service. SLAS officer with a masters + 5 yrs of experience gets salary of less than 150k. If you want quality service, you gotta pay people. Yes, a mere salary increase isn't gonna fix it, but that's essential.
Selection issue. - risk-averse people who want a pension join the government. - there are few measurements no penalties for bad quality of service. - the only incentive for being good at your job is more work . - thus the system overwhelmingly selects for cautious idiots.
