Considering that the actual code for GGPO rollback is free to use without licensing fees I find it hard to understand how any modern fighting game wouldn't use it.

We are playing guilty gear, a game where you'll be bitching forever if you don't accept that there will be incredibly strong shit
That's a player knowledge issue, not match-up. Every single character has a button or no-meter move they can use while back to wall that beats or trades (in their favor) with j.2K. Sometimes it's 6P, sometimes c.S, sometimes c.H, etc. Some chars have multiple outlets.
