Carl no one of intelligence is claiming that Politico Pro isn't a legitimate service. The question is: we're those subscriptions necessary? Were they integral to USAIDs mission? Did those for whom those subscriptions were bought need them? If not - then it is likely that they were purchased as a way to prop up Politico through Politico Pro subscriptions which would otherwise not have been bought. A direct cash infusion which costs Politico Pro nothing. Politico Pro IS a subsidiary of Politico. And saying that it isn't a part of that company is either an error on your part or a lie. It is my firm USAID has no business providing Politico Pro subscriptions at that scale. Meaning that these subscriptions were bought for other reasons. And the most reasonable explanation is a way to purchase influence within the Politico sphere.
